The first one is also strong because it builds atmosphere. It does this by describing the weather and immediately quoting the girl. This helps the reader to imagine they are there too.
The second one is more of a news intro - it gets lots of facts into the first and second paragraphs.

Where - Burma/Myanmar
What - delivering aid after cyclone to 10,000 people
When - now
Why - because of the devastation caused.
When isn't really mentioned - apart from you say before wednesday, but it implies its happening now
Why - isn't explored fully in the intro. Most of the rest of the story would be explaining what Caritas is doing and why it is doing it.
